Put a $60 rain barrel under my downspout in Rio Rancho, and my utility bill did the opposite of what I expected

I set it up back in April thinking I'd cut my outdoor water use by a third. Turns out the barrel fills up after one good monsoon and the overflow just runs into the alley anyway, so I only ended up saving about $4 on the June bill. What got me was the water pressure, I can't run a soaker hose off it for more than like 15 minutes before it goes weak. Anyone here running two barrels linked together, or is a drip line off a hose bib just the better move?
