Old timer's tip about capacitor bleed resistors saved my hide

Last month a retired guy named Ed who used to work for Sears told me to always short the capacitor terminals with a screwdriver before touching anything, even after pulling the plug. I thought he was just being old school, but I tried it on a range hood motor and got a nasty snap that would've been my arm if I hadn't listened. That was in a rental kitchen in Austin, Texas, and the unit was only 4 years old. Anyone else ever skip this step and regret it, or use a different trick to be safe?
