Field reports keep calling every flint chip a tool, and it's skewing the count

I tallied 40 pieces from a survey in Ohio last spring and 32 were just debitage from the same core, not finished tools. If folks keep logging every flake as a tool, the site reports get inflated and real patterns get buried, so how do you all tell a true tool from a byproduct?
