Saw a hauler drop 3 cars at a rest stop outside Flagstaff and the straps were all loose

Stopped at the Pilot on I-40 west of Flagstaff last Thursday around 6pm. A 3 car hauler pulled in and the driver went inside for maybe 20 minutes. I walked past the trailer and 2 of the ratchet straps on the top car had slack you could push with a finger. The bottom car's chain was hooked but the binder was half open. When he came back out I said something and he just shrugged and said they always settle after the first 100 miles. Never seen that on a short run but this rig was headed to Vegas. Is that normal for open transport or did I just catch a lazy one?
