DAE think the whole no-heat lamp thing for chicks is overblown?

Everyone in my local group in Spokane acts like a 250 watt bulb will roast the whole brooder, but when our power went out for 9 hours in April the heat lamp was the only reason my 14 chicks made it. What's your actual backup plan when the heat goes out?
