My under-desk shelf brackets pointed the wrong way for 11 months

I flipped them last Sunday and suddenly my whole foot rest situation works, but only after I drilled 6 extra holes into a $40 piece of oak. Is angle matching just a guess until you physically sit down, or do you guys measure something specific first?
