I finally found a rain cape that actually works for handlebar bags

After 3 months of getting soaked in Seattle mornings, I tried a $35 cape from a local shop that drapes over my whole front rack. Has anyone else had luck with capes on hills, or do they just turn into sails past 15 mph?
