Level 2 charger at my gym in Tacoma charges 58 cents per kWh

I plugged in last Tuesday and the screen showed $0.58/kWh, which is more than twice what I pay at home, and the cable was so short it barely reached my charge port. Anyone else seeing crazy rates at gym or mall chargers, or is this just the new normal around Puget Sound?
