The mall charger with a 2 hour limit changed my whole routine

I used to think free Level 2 chargers at the mall were the best deal, but after sitting in the parking lot at Fashion Valley last weekend waiting for my session to end, I realized the 2 hour cap just forces you to browse stores you dont need. Now I skip those and pay the $3 at the library garage instead, its less stress and no timer anxiety. Anyone else find the time limits more trouble than the savings?
