Can we talk about how my city made me prove I own my own rain barrel
I tried to get a rebate for a rain barrel last spring in Aurora and it took 4 months and 3 visits to the water office. They needed my receipt, a photo of the downspout, and a signed form from a plumber, all to get $50 back on a $120 barrel. Why do cities make it this hard to do a small thing that helps with storm runoff and water use?

Makes zero sense to make people jump through hoops for a lousy 50 bucks. Bureaucrats love their paperwork more than they care about saving water.
