Rant: I thought those new 'smart' flush valves were just a gimmick until I saw the water bill at a 40-unit office building drop 22%.

That 22% drop is huge for a building that size. Was it just the toilets, or did they swap out faucets and urinals too? I'm trying to picture the full setup they used, because retrofitting 40 units can't have been cheap. The payback period on that investment must be the real story.
