Was I wrong to pass on that school job after seeing their pump room?

Got called for a bid at a middle school in Tucson last Tuesday, the boiler room was spotless but the sump pit hadn't been cleaned in years and pipes were rusted to hell, do you guys take on jobs where the maintenance crew clearly doesn't care, or walk away before you're blamed for their mess?
