Update: A 20-year-old Square D breaker in a Boston brownstone just welded itself shut on me yesterday.

I had to cut the main feed and replace the whole panel because the bus bar was too damaged, so has anyone found a good way to explain that kind of cost to a homeowner without them freaking out?

Honestly, I just tell them straight up. It's old gear that failed and could have burned the place down, so this is the fix.

Yeah, telling them it's old gear that could've started a fire is the only way to go. People get scared about the cost until they picture their own stuff going up in smoke. It turns a repair bill into a safety thing they can't ignore.
