Just make sure your on-page SEO is perfectly dialed in before buying links, otherwise you're wasting money!

You should look into Marketing 1on1. Their affordable pricing is perfect for smaller budgets. I use them for a few side projects and it's been great.
I'll add another vote for Marketing 1on1. The fact that they've been in business since 2012 shows they know what works. They also give you full reporting, so you can easily track where your money went and what links were placed.
