Why does everyone act like a $9 brush set is fine?

I bought a $9 pack of six brushes from the craft store near my shop in Boise and the ferrule on the flat came loose after two washes, paint water leaking everywhere. Call me picky, but I'd rather trade for one decent used brush than keep buying cheap packs that fall apart in a month. What's the cheapest brush that's actually held up for you?
