The lunch special menu at my local diner is lying to me

I stopped at a place in Flagstaff last Tuesday and the $8.95 lunch special listed a soup that they didn't even have, then charged me $2 extra for the one they did. Has anyone else run into diners that quietly swap out the cheap specials but keep the same price on the board?
