Two quiet years and one missed address change seems pretty small time to get that bent out of shape over. Sacramento probably sends a stack of these notices every single day and they're just going through the motions. $230 total hurts but it's also the price of ignoring government mail for 24 months. Maybe the real lesson is that a bookkeeping gig should know better than to let compliance slide for that long.
