A guy I used to work with kept a log of every box of gloves we went through, just a little notebook by the dispenser. Everyone made fun of him for it until the owner saw the numbers and realized we were burning through like 8 cases a month when the shop down the road did the same work with 3. Turns out half the guys were grabbing a handful, using one pair, and tossing the rest in the trash because they didn't want to walk back to the box. That notebook saved them something like 6 grand that first year. Your rag bin thing is the same deal, nobody sees the leak until someone actually counts.
